Surface finish is not a cosmetic detail on heat exchanger tubes — it directly affects corrosion initiation, fouling rate, tube-to-tubesheet sealing, and the reliability of eddy current inspection. Understanding the differences between as-drawn, pickled, passivated, and bright-annealed finishes helps you specify the right surface condition for your application without overpaying for treatments you do not need.

As-Drawn Mill Finish

Carbon steel tubes to ASTM A179 and A192 are typically supplied in the as-drawn condition with a thin, dark oxide layer from the final annealing step. This finish is perfectly acceptable for carbon steel service in clean water, steam, and hydrocarbon applications where the tube surface will be in continuous contact with the process fluid. The oxide layer provides no meaningful corrosion protection but does not impede heat transfer or create inspection difficulties.

For carbon steel tubes that will be expanded into a tubesheet, the as-drawn finish provides adequate surface friction for a reliable rolled joint. No further surface preparation is needed for standard tube-to-tubesheet connections in power plant condensers, oil coolers, and similar carbon-steel heat exchangers.

Pickling and Passivation

Stainless steel tubes require pickling — immersion in an acid bath (typically mixed HNO₃/HF) — to remove the heat tint and chromium-depleted layer that forms during annealing. Without pickling, the surface layer has lower chromium content than the bulk material and will corrode preferentially, undermining the entire purpose of specifying stainless steel.

Passivation follows pickling: a nitric acid or citric acid treatment that promotes the formation of a uniform, chromium-rich passive film on the tube surface. This passive film — typically 1–3 nm thick — is the invisible barrier that gives stainless steel its corrosion resistance. A well-passivated surface will show a clean, bright metallic appearance with no discoloration, staining, or embedded iron contamination.

For chemical plant and pharmaceutical heat exchangers, pickled and passivated finish is the minimum acceptable surface condition. Many pharmaceutical specifications additionally require electropolished surfaces with Ra values below 0.4 μm to prevent bacterial adhesion and facilitate cleaning-in-place (CIP) protocols.

Bright Annealing

Bright annealing is the premium surface treatment for stainless and alloy steel tubes. The tubes are annealed in a protective atmosphere of hydrogen or dissociated ammonia, which prevents oxidation during the heat treatment cycle. The result is an oxide-free, mirror-bright surface that requires no subsequent pickling or passivation.

Bright-annealed tubes command a price premium of 10–20% over conventionally annealed and pickled tubes, but they deliver superior surface cleanliness, reduced micro-roughness for lower fouling rates, and an ideal surface for eddy current inspection where signal-to-noise ratio is critical. For high-purity applications in semiconductor, pharmaceutical, and food-grade service, bright annealing is increasingly the baseline specification.

Surface Roughness and Fouling

Surface roughness directly influences fouling rate. A rougher surface provides more nucleation sites for scale, biological growth, and particulate deposition. For heat exchangers in fouling-prone service — cooling water with biological load, crude oil with asphaltene content, or process streams with dissolved solids — specifying a lower Ra value (typically below 0.8 μm) can meaningfully extend the interval between cleaning cycles.

The relationship between surface finish and heat transfer coefficient is less straightforward. While a rougher surface marginally increases turbulence and heat transfer in the boundary layer, this benefit is overwhelmed by the fouling penalty in most real-world applications. For clean service with no fouling tendency, standard mill finish is optimal.

What to Specify

For carbon steel A179/A192: as-drawn mill finish is standard and sufficient. For stainless A213 in general industrial service: pickled and passivated. For stainless in pharmaceutical or food service: bright-annealed with documented Ra value. Including the surface finish requirement on your purchase order upfront avoids the most common source of tube rejection at incoming inspection.
